User Agent: Mozilla/5.0 (Windows NT 6.3; WOW64; rv:38.0) Gecko/20100101 Firefox/38.0
Build ID: 20150525141253

Steps to reproduce:

I "surfed" in on https://support.mozilla.org/en-US/questions/firefox

Actual results:

I came to the site - Got a "pop-up" request to do a survey (clicked "No, thank you" - BTDT survey, multiple times).
Clicked on Log in - Got a new request to do the survey.
Got logged in and got a THIRD request to do the survey.
Clicked on my name (profile) and guess what? (No, no prize for getting the right answer.)
Clicked on Aswers under Contributions and..... (see included screenshot)
I stopped trying and went here.

Expected results:

The expected result?
Whether I do/don't do the survey I expect only to be asked ONCE, not that it keeps on popping up like those god damn pestering ads (those there are, at least, add-ons to take care of). It is very ANNOYING, especially since this wasn't the first (or forth or fifth time this has happened lately).
Can you please make it stop!?

P.S.
I'm sorry if this isn't the right forum for this "bug" report, I just choose the link I thought was the best in the mail from Mozilla's Webmaster I got when filing another bug report.

hi, what are your settings relating to cookies and dom storage? (or any addons that might interfere there)

Hi Philipp,

First off - please note I'm a user and not a tech, so think K.I.S.S in your replies. :-)

I'm in privete mode, with Accept cookies "checked" and third-party cookies at "From visited", like I always have (except when I change then in order to TRY to figure out "why?" if someone reports a cookie problem in the forum).
Dom storage? Don't know what that is/where to find it, so if there's a "default" setting, that's what I got, unless add-ons (which I have quite a few of) or something changes that.

I should perhaps mention that I've noticed this "bug" earlier, less frequent tho', but since update to Firefox 38.0.5 it's gone from bad to worse.

I hope this answers your questions, don't hesitate to ask - I'll do my best to answer them ASAP.

I also have witnessed this bug on June 7 and thought everyone was seeing it. But I wanted to wait until I could reproduce it again. Thinking it was a glitch.

I'm also using permanent private browsing mode with the same cookie settings as Bobby. I got hit by the survey popup 3 times in a row before it went away for a while. I'll do some more testing to see if I can get it to happen again.
Always using private browsing mode, or anything else that clears cookies often will cause this, since the flag is per session, not per request. We should change this to be a waffle sample instead of a waffle flag.

Also, it is currently set at 20% of sessions, which seems very high to me. Kadir: can we lower this to a smaller sample of the population? Maybe 1% or 5%? When this feature was originally implemented, it was specced at 1% in bug 782809.
