#-moz-samplesize is no longer needed now that gecko can decode on draw. This bug is to remove it from shared/js/media/crop_resize_rotate.js and the related downsample.js file, and from any apps that use those utilities.

Also, crop_resize_rotate.js uses the #xywh= media fragment. This was apparently speculative: I thought it was going to work or was working, but now I'm told that it never has worked and never will.  Anyway, time to get rid of it.
