We are currently using a pretty simple heuristic to insert search suggestions, based on feedback we might be able to improve it.

Stephen, this bug covers the issue of weighting and ordering suggestions that we talked about today.

bug 1173748 implements the latest discussion I had with Stephen, so for now there's nothing more to do here. In case we want to tweak the algo we can do that in separate bugs with specific ideas.
(I'm marking as fixed even if the dependency is still pending a merge, since regardless this is being addressed there)
