Might be related to bug 1173762.

Not sure, but likely after the last OTA update to [1], I ended up with a homescreen in edit mode like shown in the header. As a result, the done button is nearly un-tappable. You need to press the home button to exit the edit mode. I didn't notice any other area or app where the CSS got back to the default style like this.

Killing the homescreen or rebooting the device doesn't solve the issue.
