Bookmarks/Manage Bookmarks

I cannot:

1) Create a New Folder.  It doesn't even prompt for a name.

2) Import Bookmarks.  Again, no prompt.

Also, moving, cut-n-paste, and delete are flakey.  The target folder can end up
in the wrong place, not get copied at all, etc.  On several occasions, the tree
display has been incorrect until I closed the affected branch and re-opened it.

1.Select Bookmarks -> Manage Bookmarks
2.Try managing your bookmarks...
