Catlee ran a quick calculation on what we save moving to XZ from a zip:
143 MB tests.zip goes to 57MB tests.tar.xz
Given we are spending a significant amount of money on data transfer in TC in addition to the new (and fantastic) work to split up the test.zips we should also move to the xz format.
This can be split up to a metabug as needed.. The biggest wins here are on OSX and Windows where we incur the outbound data transfer costs.

The current plan is to run tests out a source checkout instead of test zips.
