1174192 - [treeherder-client] Allow TreeherderJobCollection to specify the Tier-* level

Right now there is no way to specify the Tier level when sending reports to treeherder. Which means every result will be Tier-1 unless the Group/Job is excluded from it.

As Cameron pointed out it would be good to have the selection on the TreeherderJobCollection class, and maybe it should default to 2 or lower.

Could you please add a note on this to the client documentation before pushing:

Just a very simple example should be sufficient.
