if mozilla 0.9.7 is already loaded or with the icon of quicklaunch in the task bar:
mozilla -edit file.html
starts the composer but does NOT edit this file, it opens a new one.

if mozilla 0.9.7 is NOT loaded previously, 
	mozilla -edit file.html
opens it correctly.



Operating system: windows 98 Second Edition. Spanish

Steps to Reproduce:
1. start mozilla 0.9.7 
2. mozilla -edit file.html
3. You see it starts the composer but does NOT edit this file, it opens a new one.


Actual Results:  You see it starts the composer but does NOT edit this file, it
opens a new one.

Expected Results:  should have edited the told file
