Details
Checking the pref to have CTRL-Enter open a page in a new tab causes ENTER, not
CTRL-Enter to open new tabs.
Running 0.9.7 under linux.

I've noticed that too, in Windows 98. However, the tabbed browsing preferences
clearly are not fully implemented; the pref to use tabs insted of new windows
when a page opens them doesn't do anything.

A search on "enter" in the "Tabbed Browser" component summaries finds:
"control+enter in url bar firing for just enter"
