1174591 - Impossible to do some file actions (New ...) directly below "All Bookmarks"

Steps to reproduce:

Went to bookmarks, tried to create something in the root "bookmarks" folder


Actual results:

The buttons are all disabled for the root bookmarks folder, which means I have to have all of my *sorted* bookmark folders in "unsorted bookmarks" which 
1. makes no logical sense, and
2. looks kinda weird


Expected results:

I should be able to manage items in the root "bookmarks" folder, (excluding removal or movement of smart folders) so that I don't have to put all of my sorted bookmarks in the unsorted bookmarks folder, and so I don't always have to open up unsorted bookmarks.

NOT reproducible with EN-US SeaMonkey 2.33.1 (German Language pack)  Gecko/20100101 Build 20150321194901 (Classic Theme) on German WIN7 64bit; but reporter's description is much too imprecise, so that I am not sure what his problem might be.


@Reporter, please:
a) Contribute a problem related step by step instruction containing every 
   key press and every mouse click how to reproduce your problem due to 
   <https://developer.mozilla.org/en-US/docs/Mozilla/QA/Bug_writing_guidelines>
   (similar to report in Bug 1139273); I haven't a clue what "went to bookmarks" 
    might mean
b) Attach screenshots with comments if you believe that that might explain the 
   problem better than a text comment. Best way is to insert your screenshots
   into a OOo or LibreOffice DRAW document and to add comments 
   that explain what you want to show (attach .png or PDF from source document)
c) add information 
c1) concerning your Operating System (Version, Distribution, Language)
c2) concerning your SM localization (UI language, Locale setting)
c3) SM settings that might be related to your problems 
    May be you should attach a pdf print of menu 
   'Help → Trouble shooting information”
c4) how you launch SM (Double click on document? console? …)
c5) everything else crossing your mind after you read linked texts
d)  An URL for a web page where you observe the problem.
e)  When and how and from what SM version did you update ?
f)  Is your problem reproducible
f1) In Safe mode without addons?
f2) With a newly created profile?

Go to the bookmarks menu on the menu toolbar

go to the fourth item on the menu which is called "manage bookmarks" and says "ctrl+b" on the right

 click on the "File" menu on the menu toolbar on the "bookmarks manager" window while you have "All Bookmarks" selected:
"new bookmark..."
"new folder..." and
"new seperator..." are all disabled, and I can not re-arrange items in the root bookmarks folder (the one that so obviously says "all bookmarks")

I highly doubt any addon or anything would cause this. I gave enough info, and I have now explained it so well someone who knows nothing about SeaMonkey could do it.

REPRODUCIBLE with EN-US SeaMonkey 2.33.1 (German Language pack)  Gecko/20100101 Build 20150321194901 (Classic Theme) on German WIN7 64bit:
1. Browser Menu 'Bookmarks → Manage bookmarks ...'
   » Bookmarks Manager dialog appears
2. In left Folders Pane Click "All Bookmarks" nearby top 
3. Try to create new folder below "All Bookmarks" via context menu or Menu 'File'
   »  It's impossible. Only allowed folders seem to be "Bookmarks Toolbar", 
      "Bookmarks Menu" and "Unsorted bookmarks"

Additional Info:
a) Not a special Seamonkey problem, same behavior in FF 38.0.5
b) Might be intended behavior? "Bookmarks Toolbar", "Bookmarks Menu" and 
   "Unsorted bookmarks" are different to "normal folders
c) I will have to do some more research tomorrow

@Reporter: Why do you think that that is a bug, for what do you need new folders below "All Bookmarks"?

Probably intended behavior!

Never confirmed by a second user, No response, so I close this one for now.

@Reporter: Please feel free to reopen this Bug if you still can reproduce your problem with a current SeaMonkey version and a current OS,  and if you can contribute indication why this might be a real bug and not intended behavior.
