[Blocking Requested - why for this release]: With this regression, you can't revert a change done with "Theme Editor". Since this app is brand new and people will start to play with it in Whistler. We need to have this entry back in Settings.

STR
1. Go to settings
2. Search for "Theme" (for example, if you want to roll back the changes you made with the Theme Editor)

Results
Theme has disappeared.

Repros on [1]. It was working at least 4 days ago, because I filed bug 1174148 (which can't be reproduced anymore).

Theme doesn't appear on Aries/Spark builds until a theme is applied through studio.  This occurs in the earliest of the few build we have archived so I cannot find when this originally began occurring.  If Bug 1133074 were to be taken care of we might be able to do more work.

Actual Results: Themes does not appear until a theme is applied through Studio.
