1175406 - [FTE] If I go back to "Cellular Data" screen, the "Enable Data" slider gets reset to being off

I just reflashed my Xperia Z3C device with the latest dogfooding build (including a new gonk; all-new aries.zip file).

I'm going through the first-time process, and I noticed that if I go back a screen or two to the "Cellular Data" screen, its slider always slides to the "off" (disabled) position.

STR:
 1. Begin FOTA process with Aries device. (I'm starting with a freshly-flashed phone.)
 2. Click "Next" on language screen.
 3. Click slider to enable data.
 4. Click "Next".
 5. Click "Back".

ACTUAL RESULTS: You're returned to the Cellular Data screen, and the slider slides from "on" to "off" when you reach that screen. So even though I asked for it to be on, it looks like it's now been turned off again.

(More info just in case it matters for reproducibility (not sure): in my case, I'd actually gone past the data screen, connected to a WiFi network, imported gmail contacts, signed into my Firefox account, and reached the "Yes! Send data." screen before I tried hitting the back button. I don't imagine that matters, but in case you can't reproduce this bug, maybe try getting at least that far in the FOTA before going back.)

I have a video of the bug, if it helps, too. I'll post the link tomorrow, because it's taking forever to upload to youtube over my slow home-internet upstream connection.

I can take a look this week. It looks like it should be checking the setting and toggling that switch when you hit that screen, but there may be something racing in there.
