1175593 - Mozreview Autoland URL configuration should point to root of Autoland REST endpoint

The Autoland to Try code in Mozreview assumes that the Autoland url in the extension configuration points to the Autoland Try endpoint. That url should point to the root of the Autoland REST endpoint and we should build an url for autoland to try.

This allows the autoland url to be shared with import pullrequest code.

Having the autoland url point to the root of the Autoland REST API means the
url can be shared between autoland to try and importing pull requests.

We'll also need to remember to update the configuration on both reviewboard-dev and reviewboard once this is deployed.

I've also updated the Autoland URL in the extension config on reviewboard-dev.allizom.org. Autoland to try will be broken there until we deploy this change (hopefully today.)

We'll also need to change the URL in production from: "https://autoland.allizom.org/autoland" to "https://autoland.allizom.org/" I'm setting a needinfo for gps as he's the most likely person to deploy to production.

We can resolve this once we've deployed and updated the extension config for both dev and production.
