See Bug 1168300 Comment 30, the original test fails to run on ICS emulator, whereas it runs well on other platforms.

I've spent time try to figure this out but in vain, so far it seems SpecialPowers.addObserver doesn't work.

To make things go more smoothly I'll disable it (the test in bug 1168300) on ICS and will fix it in this bug.
given ICS emu isn't in priority now, close this as WONTFIX
