1176031 - Install x11-xserver-utils in the base-test image for the 'xset' command

The desktop mozharness test jobs require 'xset' to disable the screensaver:

It looks like the x11-xserver-utils package contains this binary, we should install it.

I'm pushing base-test:0.0.5 to the taskcluster docker hub repo, rather than quay.io.

The Dockerfile for this tries to add sources.list, but sources.list does not exist in-tree.  Not sure how that happened (Jonas?)!  The sources.list in the image includes puppetagain.pub.build.mozilla.org, which is Not A Good Idea, but I'll leave fixing that to another bug.

I have the sources.list it was originally built with (from lightsoapollo awhile back). I'll check it in as part of this patch.

This is using some custom images on my quay.io account, so after this lands we'll need to update the real images.
