Description:
When the user enables their Data Connection within their FTU, they will observe that the phone will change the checkbox to reflect an enabled Data Connection, but upon leaving the FTU will observe that Data was not enabled at all.
1) Update phone to 20150619010205
2) Enable Data Connection in FTU
3) Finish FTU
4) Observe Data Connection
