Save Page As complete doesn't work with a simple page (without pictures, css, ...)

Reproducible: Always
Steps to Reproduce:
1. open the url
2. choose Save Page As...
3. choose Webpage, complete
4. click Ok

Actual Results: Mozilla makes only a directory for pictures and other stuff.
The page will not be saved.

Expected Results: The page should be saved. A directory shouldn't be created.

It's not clear to me that this is a duplicate... certainly the page in bug
116757 has pictures and css.... Tobias, are you seeing this problem on other
pages too?
I think there must be a common reason but this might prove to be wrong.
