Steps to reproduce:
1. Start Nightly (version details described above) in a fresh new profile
2. Log in to your mail account that belongs to your persona account.
(This will prevent the pop up box from requiring the mail account, which stops the
loading process and starts again after providing the mail)
3. Go to any site that requires persona to sign in, (bugzilla.mozilla.org or mozillians.org)
4. Click on "sign in" button, it will make a window pop up.
5. provide your mail and wait for the loading process, now minimize it exactly while loading process starts
6. Maximize it, and minimize again, (repeat step.6 as far as you can)
Actual results:
The (persona sign in) pop up window gets gradually smaller with each time minimizing,
the pop up window becomes larger too sometimes.
Expected results:
The pop up window should not have changed its size.

I didn't managed to reproduce this issue on my end on the latest Nightly build(46.0a1).
User Agent: Mozilla/5.0 (Windows NT 6.1; rv:46.0) Gecko/20100101 Firefox/46.0
Build ID: 20151222030207
Please try to reproduce this on the latest Nightly(46.0a1) and provide the results. When doing this, you could try to reproduce it in safe mode, as some of this issues may be caused by third installed addons(https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems).

I always test those things (safe mode / fresh profile / latest nightly) before reporting a bug.
still it has been a long time.
I just reproduced it again on your request. it may not always be reproducible, but it is a real phenomena.
