Steps to reproduce:

I enabled developer mode (factory reset and enable full devtools) as required to run Spark tools


Actual results:

it reboot, reset, reboot again but.. remain stuck at the fox spash page 


Expected results:

It should complete the boot sequence..

Today I succeded to enable "unrestricted DevTools privileges" via Firefox WebIDE (Runtime Info).

Before, I updated B2G and Gaia to the last software release and I tried again via "factory reset and enable full devtools" but again it failed.

Now I can access Spark apps, but at least on my phone, the local "factory reset and enable full devtools" does not work.
