Attached file logcat of issue
Description:
On the FTU once user progress to 2nd page 'Cellular Data', user will observe the cellular signal icon appears on the rightmost position, then shifts to the left of Battery icon.

STR:
1) Flash to latest Flame 3.0 with a SIM in it
2) Once on Cellular Data page observe the status bar

Expected: Cell signal icon should appear to the left of Battery icon, and the order of these 2 icons should stay intact.

Actual: Cell signal icon appears on the rightmost position, pushing Battery icon to the left. Sometimes it would go back to expected order in an instant, sometimes it takes several seconds, or perhaps it needs user to go to next pages, to correct itself.
