[Nexus 5 v2.2&v3.0][Flame v2.2&v3.0][Browser]When webpage is loaded completely, disconnet the network and save the picture. You fail to save this picture the second time.

[2.Testing Steps]: 
1. Connect an available Network.
2. Go to a website which has pictures(www.baidu.com).
3. Disconnect the network.
4. Long press the picture and save the picture.
5. Try to save the picture again.

5. The picture should be saved again.

5. The picture can't be saved again.
