[1.Description]:
[Flame v2.2 & v3.0][Settings] Turn on Airplane mode,and Restart device, then it prompts Error 'Please,make sure airplane mode is off.'.

[2.Testing Steps]: 
Precondition: A SIM card is enabled.
1.Launch settings.
2.Turn on the airplane mode.
3.Pull down the notification.
4.Long tap the power botton,and choose Restart the device,then pull down the notification again.

[3.Expected Result]: 
4. Airlpane mode icon should be in the staus bar.

[4.Actual Result]: 
3. Airlpane mode icon is in the staus bar.
4.It prompts Error 'Please,make sure airplane mode is off.'.

I am totally confused with the report here. Is this bug arguing we should turn off airplane mode upon restart?

According to the screenshot and the video (attachment 8625694 [details]), the notification bar shows an error message after rebooting.

I can't recreate the issue in below build. Now, the prompts shows 'Please, turn off airplane mode to enable Usage.'.

This bug still can be repro on latest build of Flame KK v2.2 & v2.5 by the STR in Comment 0. Please make sure that you've inserted a SIM card, and then restart device, thanks.

Actual Result:
It prompts "Error. Please, make sure airplane mode is off." on the notification bar after restarting the device.

The message "Error. Please, make sure airplane mode is off." Comes from CostControl (Usage) App.

When the Airplane mode turned on, it shows `Please turn off airplane mode to enable Usage`.

@juwei maybe usage should always show `Please turn off airplane mode to enable Usage` instead of 'Error' message on comment 2?

However, when I tested it on my device, it's also different...

I follow the steps:
- Drag down notification, check my data limit is work.
- Turn on airplane mode, the bar shows "Airplane mode. Please turn off airplane mode to enable Usage"
- Restart the device
- The bar on notification shows my data limit as well as airplane mode stays on
