Description: If the user attempts to perform an Edge Gesture from an App Permissions prompt they will be unable to do so. 

Repro Steps:
1) Update a Flame to 20150624010204
2) Have at least one app already open in background.
3) Open Camera app.
4) From App Permissions prompt attempt to Edge Gesture to the other window.


Actual:
User is unable to Edge gesture from App Permissions prompt.


Expected:
It is expected that the user will be able to Edge Gesture from an App Permission prompt. Similar to being able to enter Card View from an app permissions prompt.

This issue DOES occur on the Flame 2.2, 2.1 and 2.0

Result: User is unable to Edge Gesture from an App Permissions prompt.
