Settings, Language, English US.

The sample format shows things as 12 hour.

I think it was by design. The language change will overwrite a specific time format per language.

Yes, this is the designed UX behavior. Currently we have a default time format for each of the languages based on custom time format of that language or country. So for English, the default time format is 12 hour, and for languages like Spanish, it is 24 hour format. The reason behind this design is that we think the probability of people changing languages after first time setup is really slim. Therefore, by providing a default time format for each languages could save the user the hassle to select a time format because it is set as what the user is accustomed to using that language. Of course, if users want to cutsomise to be different from the default settings, they can modify that in Settings.
