Or draw it in code.

We currently use 9 patches to draw the background & selected state of the IconTabWidget. In particular, maybe we can remove the focused state because no one really uses focused state anymore.

After the most recent FE meeting, we determined that we should continue to use focus state (e.g. Android TV) so we should draw it in code.
