When running this test, I noticed that when I clicked on an entry in
Surh-History that it did not get opened in a new window, it was opened
in the original Mozilla window from which I the history from
Reproducible: Always
Steps to Reproduce:
1. http://www.mozilla.org/quality/browser/front-end/testcases/history/surf-
history.html
Actual Results: original mozilla window opens to the link
Expected Results: The url for that link should load in a new browser window.
This was seen on both Linux and OpenVMS, so I assume this is a doc
error.

ok you got me. this change was made a while back and i guess is the standard
now. the new text reads:
"The url for that link should load in your preexisting 'topmost' browser window,
or create a new browser window if none existed."
