"Switch to tab" feature should react to new URL typed

Details

Steps:
1) Open a web page.
2) Type another URL in the URL bar and hit ENTER.
3) Observe the tab title change to "Connecting...".
4) Open a second tab. In it, type the first URL, but do not hit ENTER.
5) The "first url - first page title - switch to tab" option is present. Click it.

Expected result:
Opens the page in the current tab.

Actual result:
Opens the first tab, while it is still "Connecting..." and the old page is no longer present.
