11780 - [PP]insert H. line button doesn't work first time

using 8/12 build of apprunner

1) launch apprunner and editor
2) click somewhere in document(middle of a paragraph)
3) click on h.line button

nothing happens

4) click on it again..it works second time.

windows problem only.

is this just an artifact of the "toolbar drag & drop is too sensitive" problem?
I think if you click on the toolbar button very carefully, without triggering a
drag, the HRule is inserted perfectly first time.
If you're running a debug build, you can verify the problem by watching the
output window while you click on the button.  If you accidentally initiate a
drag, you'll see nsClipboard-related print statements.
I think toolbar drag and drop has been turned off for M9 for just this reason.

hmm.....it works fine now for some reason....mysterious bug...verified
in 8/12 build.
