Most of the work can probably be done in CompositorD3D11::HandleError (once the preference is added.)

Do we want to combine this somehow with the telemetry we have, including the new one, or just wontfix this?

No I think we could just make a pref to do this. As you have said before that may provide us with a crash report where we can see a user's log just before the crash.
