quoting from others: Right now we use cell towers primarily to find this information. But without an internet connection at all, we would have to have some sort of database to map GPS coordinates to timezones which I'm not sure we have or could put on the phone. Might be worth filing a bug. http://stackoverflow.com/questions/8327280/gps-position-to-timezone
GPS itself also provides time information, without time*zone* information, so if we ever intend to use GPS as a clocksource, requesting that permission *before* setting up the internal clock might help with setting the initial clock as well. The request was simply that we move geolocation permissions *before* time setting, so that we have the freedom (if permitted) to make use of geolocation information in timezone and so forth selection. I assumed, perhaps incorrectly, that we would not use location data from cell towers without enabling Geolocation permissions.
