GPS itself also provides time information, without time*zone* information, so if we ever intend to use GPS as a clocksource, requesting that permission *before* setting up the internal clock might help with setting the initial clock as well.
The request was simply that we move geolocation permissions *before* time setting, so that we have the freedom (if permitted) to make use of geolocation information in timezone and so forth selection.
I assumed, perhaps incorrectly, that we would not use location data from cell towers without enabling Geolocation permissions.
