I have no clue why that is but it keeps gaia's integration tests from running which is no bueno. After some amount of time, if we haven't detected that that bit has been set, we should just give up and try to interact with the mozApps api...

https://github.com/mozilla-b2g/gaia/commit/d5e91593150d4a7d51d3bed96bc4632bff90b754 landed on master and ben confirms it works for him. We should figure out what the root cause is and if it's affecting anyone else...
