Steps to reproduce:

Trying to open a new or a fresh private window didn't work. Instead, showing normal window.


Actual results:

1# (While using Firefox) Clicking Menu → Choose "New Private Window" → New window is a normal window
2# (Fresh, new start Firefox) Clicking Menu → Choose "New Private Window" → New window is a normal window
3# Right click on Firefox icon pinned on the taskbar → "New Private Window" → New window is a normal window

New Private Window is opened

Are you using the "Never remember history" mode?

go to "about:preferences#privacy" and check Firefox will:"______", if it is Never remember history the private window would appear as normal window.
Going thru the PBM bug backlog, closing bugs without reliable Steps to Reproduce. Please re-open with reliable STR if you still experience this. 

If I discover related and/or duplicate bugs to this one, I may re-open one of them as the single tracking bug for the issue.
