Steps to reproduce:
1) Place several tabs in a tab group in panorama
2) resize the group so that it collapses the tabs into a stack
3) click the expansion icon at the bottom of the stack to open the group and view the tabs in it
4) attempt to drag a tab to a different place within the same group
Actual results:
1) group collapses back into a stack as soon as you start dragging, leaving the only way to put the tab back into that group as appending it to the end by dropping it on the full stack
Expected results:
1) group doesn't collapse unless I drag outside of it. Dragging inside the group should let you reorder the tabs just like it does in uncollapsed groups.

Alternatively, or in addition, it probably ought to open the group to allow you to place a tab in a specific place within it if you hover over the stack for a few seconds while dragging a tab.

Panorama has been removed from Firefox 45, currently in Beta and scheduled for release on March 7th. As such, I'm closing all existing Panorama bugs.
If you are still using Panorama, you will see a deprecation message in Firefox 44, and when 45 is released your tab group data will be migrated to bookmarks, with a folder for each group. There are also a few addons offering similar functionality.

We're removing Panorama because it has extremely low usage (about 0.01% of users), and has a large number of bugs and usability issues. The cost of fixing all those issues is far too high to justify, and so we'll instead be focusing our time and energy on improving other parts of Firefox.
