I assume you're talking about master (please reopen if that's not the case). Master is not tracked by our system, since the official repository is still pointing at 2.2 https://hg.mozilla.org/gaia-l10n/it So the build system picks up 2.2 localization. If you want to test Italian on Master, you need to flash your own build using this repo as string source https://bitbucket.org/flod/gaia-master-it/
