1180207 - Site label in identity block should always be separated from the icons and not clickable

According to the mockup in attachment 8626244 [details] for the redesigned Control Center with support for multiple page status icons, the site label in the identity block should be separated from the identity block icons, and should not be part of the clickable area of the identity block.

Implementing this probably requires adjustments to the structure of the identity block, and is should be tested on all platforms. This may also be an opportunity to unify some CSS rules across platforms.

As part of this bug, the Control Center panel anchor should be moved from the lock to the center of the icons area.

After using the live version in nightly i think we can disregard this bug until we have the new integrated control center icon in a follow on release. It looks ok to me to have the shield, lock and identity name as the click target given we have the nice shaded background treatment.
