Right now, we can upload both apps downloaded from the hackerplace, and themes. We should stop this. We want to support themes eventually, but this will require some more work and I'm not sure it's worth doing before moving everything to Marketplace.

Looks like we do disallow uploading apps already in the hackerplace. Must be an http vs https issue. In any case, we should disallow themes for now.

This removes the ability to upload themes from the Hackerplace since we don't support themes right now.
