Our current plan for autolanding to inbound is to only check whether or not a try run has been made for each revision to be landed, so we do not need code in Autoland to check for failures in test runs. The current code is buildapi specific and would have to be replaced anyway.

In the future, we'll probably want to do something with failures, but I think the proper place for that code is in MozReview where we can provide better feedback to the user on why their revision can not currently be autolanded.

This removes the code to monitor test runs. Our plans for autoland to inbound
are to only verify that a try run has been made, not check for failures.
Presumably at some point we'll want something more sophisticated in place for
this, but I think that it makes more sense to add that to the MozReview UI as
it makes it easier to provide feedback to the user as to why their revision
can't be autolanded and what steps they should take to fix it.
