1181146 - Remove "synced tabs" from "clear on exit" preference

It seems the option for clearing synced tabs on exit can be confusing. Let's remove the option from the "clear on exit" preference screen.

Note that simply undoing bug 1150983 will leave the original problem unaddressed. Users should be able to clear synced tabs somehow, from any device.

This is not undoing 1150983, it is removing the option under "clear on exit" on the privacy preference screen. It will remain under the "clear now" option of the privacy preference screen.
