Part of why bug 1179660 goes mostly unnoticed is that when you do mach build, you don't see there are actual rules being executed. We should add a REPORT_BUILD to the rules for GENERATED_FILES to make them visible. This also has the advantage of making it obvious why things are being rebuilt when REBUILD_CHECK is set.
