Details
STR:
Open a private browsing window
Open a new tab and navigate to a page
Close the tab
Press ctrl/cmd+shift+t
Expected:
Nothing happens
Actual:
The tab reopens
I think that being in a private browsing window is a signal that you don't want the browser to remember / restore the last tab.

This is an intentional choice. The tabs are only accessible in memory as long as the private window is open, so the convenience of the feature is not a tradeoff against the user's privacy.
