1181826 - Create gaia-l10n repositories for [am], [hsb], [dsb] and [zam] locales

Please set up the following repositories for Upper Sorbian (hsb) and Lower Sorbian (dsb):
* https://hg.mozilla.org/gaia-l10n/hsb
* https://hg.mozilla.org/gaia-l10n/dsb
* https://hg.mozilla.org/releases/gaia-l10n/v2_1/hsb
* https://hg.mozilla.org/releases/gaia-l10n/v2_1/dsb

The repositories should have the common l10n permissions and hooks, both python:mozhghooks.pushlog and python:mozhghooks.single_head_per_branch.hook.

The permissions should be scm_l10n, not level_1.

We will also need git mirrors.

Things are moving faster than expected for Amharic (am), so we can create a repo for it at the same time.

Same request as above, the repo should be:
https://hg.mozilla.org/gaia-l10n/am

Last note, we will need to update this request to request 2.2 repos if releases/gaia-l10n/v2_2 repos get created before those in this bug. v2_2 release repo might be requested next week (ongoing discussion).

Beats me - first I heard of this. I'll see what can be done. 

Since no date was mentioned, I assume there are no hard dates on any of this, and should be able to get to it this week.
