1182237 - No scrollbar and no wheel scrolling on some pop-up windows

Steps to reproduce:

1) Open a page, e.g. http://www.svoboda.org/content/article/27118134.html.
2) Press Facebook share button on the page. A pop-up window appear.
3) Enter a text of a comment into the corresponding field of the pop-up window.



Actual results:

No scrollbar appear (see the attached snapshot) and no reaction to the mouse wheel, so that I cannot press share button without resizing the window (sometimes larger than the desktop size).


Expected results:

The scrollbar appears on the right border and I can scroll the window to reach the lower border of the page.

Just now I found that the problem is somehow related to resizing popup windows. When I set "dom.disable_window_move_resize" to "true", the scrollbar does not disappear, and the wheel properly works.

Tested this on Nightly 46. 

 1) Case 1 - When "dom.disable_window_move_resize" was set to "false" witch is the default value, the pop-up window re-sized according to how much text was entered in the comment. At some point, the pop-up window became larger than desktop size, in this case the bottom area of the pop-up became no longer visible. Scroll-bar did not appear and mouse wheel did not work. 
Note that this works fine on MAC OS 10.10.

 2) Case 2 - When I changed the "dom.disable_window_move_resize" to "true", the pop-up window no longer re-sized, and the scroll-bar appeared and worked fine, also the mouse wheel worked fine.

So, even though this works fine on Case 2, the problem remains on Case 1.
