Attachment: WIP_tvdummydata.json

The attachment file is tv dummy data.
TV Manager API of simulator can provide this dummy data.

This data is only japanese.
So it should change to global data.

Current dummy data problem is as follow.
 - Default Broadcasting Standards.
   There are several broadcasting spec.[1]
   We should choice the default broadcasting standards.

 - Default Channel and Programs.
   Current Program / Channel name is japanese.
   So We should decide the Channel / Program name and description.

 - Movie Files
   Each channel have a MediaStream.
   So We should include the fake movie into dummy folder.
   I expect this movie is CC License and small file size.

 - Start time
   Program#startTime of Current Dummy data is fixed.
   So TV Simulator should generate from current time.
   Perhaps this issue should be included bug 1180589.

This bug seems to be a dup of bug 1201456. Feel free to reopen if I'm wrong.
