"Translate" button is missing from the Tools bar starting 8/6/99 build

** Observed with all Windows builds beginngin with 8/6/99 Win32 build **

The "Translate" buttton needs to be on the Tools bar but it disappeared
beginning with the 8/6/99 Wiin32 build.

"View | Translate" menu items are still there, however.
This needs to be put back in. Tenatively marking it for M9.

I believe it may have been yanked because it was crashing or otherwise not
working properly from the toolbar in Linux (bug 9581) which all comes down to
bug 11583. cc'ing pavlov cuz maybe he can say for sure what happened to it.
i fixed the crash on unix (by disabling popups) so if this was removed for unix,
you can add it back as it won't crash

This button wont be in the toolbar per the UI spec. Please talk with cindy
roberts if you need clarification.

Robert do you agree. If not reopen.
Cindy is still on vacation, I think.
However, we'll ask her when she is back.
Blame German Bauer (Mr. UI).  He took the translate button off of the toolbar...
per the "UI spec".  Personally, I liked having the translate button on the
toolbar. It was very discoverable and easier to use there as opposed to having
to navigate through the menus in the menubar. But whatever.  :^)

since this is the way it's supposed to be according to the 'UI spec'
