Details
The utility of the bulk of the email sent to producers is very low. We should stop sending every producer an email when events are suggested, initiated, or scheduled. (Not sure what all the trigger points are and which permissions are involved).
We can count on the management interface being looked at by an interested producer often enough that the the email tsunami is unnecessary.

FYI, the logic as it stands is that turning a requested event into a real event is "blocked" by a certain permission. Then it uses the groups and users to find out all the email addresses of those who have that permission.
Basically, "Who can do something about this? Oh, these people. Let's email them."
What do you suggest, stop sending emails? Remove that permission from Producers? That's possibly a bad idea.
Or, perhaps make the code more specific. When a requested event is submitted, we look for all users belong to a hard-coded group called "Approvers" or something.
