When attempting to create a new filter under this build, the pulldown menus are
all blank. This also proves true when trying to edit an older filter. Please
note: previously-created filters were originally created under Moz 0.9.5, were
imported and used under Netscape 6.2, and had been working under Moz 0.9.7. I
deleted them all in to see if creating a new filter would work (similar to the
"old bookmarks can't be edited" bug)

Reproducible: Always
Steps to Reproduce:
1. Select Edit --> Message Filters...
2. Select New, to create a new filter
3. Examine the pulldown menus (which should contain selections like "to", "cc",
"from"). These all appear to be blank

Expected Results:  Should be able to use the pulldown menus and select matching
features.
