User Agent: Mozilla/5.0 (Windows NT 6.3; rv:39.0) Gecko/20100101 Firefox/39.0 Build ID: 20150630154324 Steps to reproduce: 1) Open both a new normal window and a new private window. 2) Change theme in private window then restart Firefox. Actual results: Normal window comes up, but Private window is gone. Expected results: Is this behavior correct? If not, Private window should come up when restart, and should not be lost without notice.

Yes, this is expected. It's impossible to preserve state (such as information about private windows) between runs of Firefox without storing it somewhere on the disk, and that makes the data no longer private.
