Reproducible: Always
Steps to Reproduce:
1. Make sure URL bar contains some text but it does not have focus
2. Give the URL bar focus by clicking on it once or using CTRL-L
3. Press down arrow-key
4. Search feature will try searching for "" instead of the text that was already
entered in the URL bar.
