1183333 - Please create 2 new components under Core::Video/Audio

Core::Video/Audio has become a huge component over the past couple of years, and it is being used to track very different bugs which are handled by two separate media teams (one under Anthony Jones, which primarily handles playback, and the other under me, which handles (more or less) everything else).

We already have "Core::Video/Audio - Recording".  We need to add 
* Video/Audio - Playback
* Video/Audio - MSG/cubeb

Anthony Jones and Chris Pearce will be responsible for bugs in Playback.  I, Paul Adenot and Randell Jesup will be responsible for bugs in MSG/cubeb and Recording.  

Once these new categories are created, we expect Core::Video/Audio to become a category for untriaged media bugs that will get regularly triaged (probably mostly by me and my team) and moved to one of the other media components in bugzilla.

in order to create the components we'll need a description of each.

given core::video/audio's role is changing it may be good idea to update its description at the same time.  it's currently:

> For problems related to the HTML 5 media elements (<video> and <audio>) and
> the codec implementations for them (Vorbis, Theora, Web Audio, etc).

note the new components will be named "Video/Audio: Playback" and "Video/Audio: MSG/cubeb" to match the existing scheme.

New component descriptions:

Core::Video/Audio - For problems related to media (video/audio) -- especially when the reporter is not sure which area of the media stack the problem is in.  This category will mostly be for untriaged video/audio issues.  Bugs in this category will typically be moved to another media category during the triage process.

Core::Video/Audio: Playback - For problems related to the HTML 5 media elements (<video> and <audio>) -- including WebM, MP4, MSE and EME issues.  This would also typically include decoding problems in the codecs themselves (e.g. VP8, VP9, H.264, AAC) experienced during playback.

Core::Video/Audio: MSG/cubeb - For problems related to the "internals" of how media is played -- including MediaStreamGraph (MSG), drivers (cubeb), and GMP (Gecko Media Plugin).  This would also typically include encoding problems in the codecs themselves (e.g. VP8, VP9, Opus) experienced during audio/video creation.
