Currently newer versions of a plugin is marked as "latest" and grouped together in the UI. This is not ideal and having them separate, actually opens up an opportunity where users can notify us when there are newer versions of a plugin in the wild.
My suggestion then is that we mark newer versions as such in the UI and then offer a link to log a bug for their newer version. When we send the user to Bugzilla to log the bug, we need to point them to the correct product and component and pass along as much information as we can extract such as OS, plugin in questions, and the version, to make actually logging the bug as simple as possible.

After speaking with Alex on IRC, I am thinking to make this work a little something like this:
Have a "CTA" type area show up when a user visits the plugincheck page, with wording like:
"Hey! Seems you are using a newer version of pluginname than we are aware of. We would appreciate it if you could take a moment and let us know"
The "let us know" text will then link to Bugzilla and, as stated above, "prefill" as much of the needed information as possible in order to improve the experience for the user.

I think that this solution is on the right track. A couple of questions:
I'm assuming this CTA would show up inline on this page https://www.mozilla.org/plugincheck/
What exactly do we want to know from the user in the form? What do we want them to "let us know"?
Is a bugzilla form friendly enough? Can we solve this without requiring the user to be taken away from this webpage to Bugzilla? Depending on what we want them to tell us, is it possible to embed a form with a couple of questions on this page? And could that form generate a bug without taking the user away to Bugzilla? I think that would be friendlier and result in more responses.
Somewhat unrelated question - what’s the difference between Red and Orange “update now” buttons? Is it “vulnerable” vs. “outdated”? http://cl.ly/image/1F3N1h1K080p

Yes, there is some thought around whether it should be at the top just below the sentence, "Step 2: Complete all recommended..." or, inline with the relevant plugin.

All we really need is the OS, the plugin and the version of the plugin. All of this information we know already so, we can pass that along to Bugzilla and have it prefilled for the user. There is some additional information like OS version and browser that I can easily get so, the only thing the user should really need to do, is add any additional information they wish to provide and then hit submit.
Whilst an embedded form would be nice, I do not think the Bugzilla flow will be a hurdle. The other nice thing of course is that people who are watching the component, will get notified immediately when the bug is filed.

Yes. The orange button is actually supposed to just say "Update" and the other "Update Now" to make the call to action for outdated plugins less urgent. As this page is translated in a whole bunch of languages, it is non-trivial to add new strings so, we kept both as "Update Now"
